Executive Summary

The transition to electric vehicles represents one of the largest changes in personal transport since the invention of the motor car.

For the majority of everyday motorists, electric vehicles are likely to become the logical successor to petrol and diesel cars. They are efficient, quiet, mechanically simpler, increasingly capable and, particularly when charged at home, can be substantially cheaper to operate.

Policy Seed therefore supports the transition towards electric road transport.

But supporting new technology does not require us to erase the technology that came before it.

More than a century of internal combustion produced some of the most important examples of British and global engineering, industrial design and popular culture. Engines and vehicles tell the story of mechanical innovation just as steam locomotives, aircraft and historic ships tell the story of earlier technological eras.

Our Internal Combustion Engine Preservation Policy would establish a controlled framework allowing historically, culturally and mechanically significant internal-combustion vehicles to continue to be manufactured, maintained and driven after the wider transition to zero-emission vehicles.

An independent ICE Preservation Committee would determine which vehicles, engines and limited-production models qualify.

The committee itself would combine automotive engineers, historians, motoring experts, regulators and members of the public. Its public representatives would be selected through a nationally televised competition and public vote involving automotive knowledge, engineering, mechanical and vehicle-review challenges.

The objective is not to preserve mass dependence on fossil fuels.

It is to ensure that the transition to electric transport does not inadvertently destroy a living part of our engineering heritage.

Electrify everyday transport. Preserve exceptional engineering.

The Problem

The transition risks becoming unnecessarily binary

The debate around cars is too often presented as a choice between two extremes.

One side argues that internal combustion must disappear.

The other argues that electric vehicles should be resisted and petrol and diesel cars protected indefinitely.

We reject both positions.

Technology transitions rarely require every example of the technology being replaced to disappear.

Steam locomotives no longer provide Britain’s everyday rail transport, but preserved steam locomotives still operate.

Historic aircraft continue to fly.

Classic ships continue to sail.

Museums preserve machinery from every stage of the industrial revolution.

The internal-combustion engine deserves the same treatment.

Automotive history is engineering history

The motor industry has produced extraordinary developments in:

  • combustion engineering;
  • turbocharging and supercharging;
  • fuel injection;
  • engine management;
  • transmissions;
  • lightweight materials;
  • aerodynamics;
  • manufacturing;
  • motorsport;
  • vehicle dynamics;
  • industrial design.

Some engines are significant pieces of engineering in their own right.

The sound, mechanical characteristics and driving experience of a naturally aspirated V8, V10 or V12, a rotary engine, a high-revving four-cylinder engine or an unusual engineering configuration cannot simply be recreated by an electric drivetrain.

Electric vehicles can provide extraordinary performance and driving enjoyment, but they represent a different engineering era.

Both can be appreciated.

Market forces alone may not preserve this heritage

As new-car sales become overwhelmingly electric, the commercial ecosystem supporting internal combustion will contract.

That includes:

  • specialist mechanics;
  • engine rebuilders;
  • component manufacturers;
  • machining businesses;
  • restoration specialists;
  • fuel infrastructure;
  • technical knowledge;
  • specialist manufacturers.

Without an explicit preservation framework, some historically significant vehicles and skills could disappear long before they become old enough to be regarded conventionally as historic vehicles.

The existing historic-vehicle system largely protects vehicles after they have become old.

Our policy would also protect future classics and exceptional engineering before it disappears.

The Policy

Policy Seed will create a statutory Internal Combustion Engine Preservation Framework alongside the transition to zero-emission transport.

The framework will distinguish between three different purposes for internal combustion:

Everyday transport

The overwhelming majority of new cars should transition towards electric propulsion.

Essential and transitional use

Where electric technology is not yet a practical substitute, appropriate transitional arrangements can remain.

Heritage and enthusiast use

Exceptional vehicles and engines may continue to exist under a specific preservation regime.

The policy therefore does not abandon the transition to electric vehicles.

Instead, it creates a narrow and controlled route through which internal-combustion technology can survive as part of Britain’s automotive and engineering culture.

Objectives

The policy has six principal objectives:

  1. Support electrification by allowing EVs to become the normal technology for everyday personal transport.
  2. Preserve automotive heritage rather than allowing historically important vehicles and engines to disappear.
  3. Protect mechanical skills including engine building, machining, restoration and specialist automotive engineering.
  4. Allow exceptional engineering to continue, including limited-production vehicles where the internal-combustion drivetrain is fundamental to the character or engineering significance of the vehicle.
  5. Avoid arbitrary political decisions about which cars deserve preservation by placing those decisions with an independent expert and public committee.
  6. Make the transition culturally inclusive, recognising that environmental progress and enthusiasm for historic machinery do not have to be opposing positions.

Policy Details

1. The ICE Preservation Register

A national register will identify vehicles and engines considered worthy of preservation.

Vehicles could qualify because of their:

  • engineering significance;
  • historical importance;
  • technological innovation;
  • motorsport significance;
  • British industrial importance;
  • cultural significance;
  • design importance;
  • rarity;
  • unusual mechanical configuration;
  • influence on later vehicles.

Qualification would not simply depend upon price.

A £20,000 hot hatch could be historically more important than a £250,000 luxury vehicle.

Nor would the register exist merely to protect supercars.

Cars that represented important periods of ordinary British motoring could also qualify.

The objective is to preserve automotive history, not simply expensive cars.

2. The ICE Preservation Committee

Decisions would be made by an independent ICE Preservation Committee rather than ministers deciding which cars they personally like.

The committee would contain representatives from several categories, including:

  • automotive engineers;
  • mechanical engineers;
  • automotive historians;
  • restoration and heritage specialists;
  • automotive journalists and reviewers;
  • motorsport or performance specialists;
  • relevant regulatory expertise;
  • members of the public.

The historian category is particularly important. A vehicle does not need to represent groundbreaking engineering to have enormous social or cultural importance.

The committee should also be broadly representative of modern Britain rather than becoming an exclusive club drawn from one narrow section of traditional motoring culture.

3. Public Selection of the Committee

A proportion of committee positions would be filled through a televised national selection programme.

Members of the public and appropriate well-known automotive personalities could participate.

Contestants would be tested through activities including:

  • vehicle reviews;
  • identifying mechanical faults;
  • automotive history;
  • mechanical-engineering knowledge;
  • practical engineering challenges;
  • vehicle evaluation;
  • debates over preservation candidates;
  • driving and vehicle-understanding challenges.

Different places would exist for engineers, historians, motoring specialists and public representatives.

The final selection would involve a national public vote.

This would serve two purposes.

It would create democratic legitimacy for a committee making potentially controversial decisions, while also turning engineering, automotive history and practical mechanical knowledge into something engaging for the wider public.

4. Existing Cars

The policy would not prohibit people from continuing to own existing petrol or diesel vehicles.

The transition applies primarily to the new vehicle market.

Existing vehicles would continue to move naturally through the second-hand market and eventually reach the end of their economic lives.

There would therefore be no programme of confiscation, compulsory scrappage or forced conversion of existing vehicles.

Owners who want to maintain older vehicles should be allowed to do so, subject to appropriate safety and roadworthiness requirements.

5. Future Preservation Vehicles

The most significant part of the policy is the ability to approve limited production of new internal-combustion vehicles after the general phase-out.

Manufacturers could apply for a vehicle or drivetrain to receive Preservation Production Status.

Approval would require the manufacturer to demonstrate genuine significance.

Examples might include:

  • an exceptional naturally aspirated engine;
  • an unusual engine configuration;
  • a final development of a historically important drivetrain;
  • a vehicle representing significant British engineering;
  • an important continuation model;
  • a limited-production enthusiast vehicle.

Approval would be deliberately difficult to obtain.

This prevents the preservation scheme becoming a loophole through which ordinary mass-market petrol cars continue indefinitely.

Production volumes could be capped nationally and/or by individual model.

The committee would periodically review those limits as the wider vehicle fleet decarbonises.

6. Preservation Must Mean Use

A car is a piece of machinery designed to move.

Preservation should therefore not mean forcing every significant vehicle into a static museum.

Registered preservation vehicles would remain capable of being:

  • driven on public roads;
  • displayed;
  • maintained;
  • restored;
  • demonstrated;
  • used at automotive events;
  • used in historic motorsport where appropriate.

The objective is living preservation.

Future generations should be able to hear, see and experience historically important mechanical engineering rather than only looking at silent exhibits.

7. Historic Vehicle Status

The preservation framework would complement rather than replace the UK’s existing historic-vehicle regime.

Vehicles reaching the appropriate historic age would continue to enter the normal historic classification where applicable.

Preservation status would primarily solve a different problem: protecting significant vehicles and engineering during the decades before they become conventionally historic.

8. Fuel Availability

A preservation policy is meaningless if preserved vehicles eventually have no practical fuel supply.

Government would therefore ensure that a limited road-fuel standard remains available for the preserved fleet while there is reasonable demand.

As the conventional petrol market contracts, specialist distribution may replace today’s universal filling-station model.

Preserved vehicles should also be able to use compatible lower-carbon fuels and synthetic fuels as those technologies develop, provided they are technically appropriate for the vehicle.

The government would not promise to maintain thousands of uneconomic petrol stations indefinitely.

It would ensure that the regulatory system does not accidentally make lawful preservation impossible.

9. Diesel

Diesel should be treated differently from petrol.

Diesel engines have played an important role in automotive and industrial history and significant examples should therefore remain eligible for preservation.

However, we do not see a case for preserving diesel as a mainstream technology for new passenger cars.

Historically or mechanically important diesel vehicles could qualify for the preservation register, while the wider passenger-car market transitions away from diesel.

10. Limited Small Petrol-Car Exception

Alongside heritage preservation, Policy Seed would consider a tightly defined exception for a limited number of very small, lightweight petrol cars after 2030.

These would not be performance cars disguised as small vehicles.

Eligibility would require strict limits including:

  • a maximum engine capacity of approximately 1.2 litres;
  • a maximum vehicle weight;
  • strict emissions requirements;
  • efficient petrol engines;
  • limited manufacturer sales volumes.

The purpose would be to maintain an inexpensive, lightweight vehicle option during the transition where this remains justified.

The limits would be periodically reviewed as EV purchase prices, battery technology and charging availability improve.

This is separate from Preservation Production Status: one exists as a transitional affordability mechanism; the other exists to preserve engineering and heritage.

Benefits

Preserves British automotive culture

Britain has one of the world’s richest automotive histories.

Preservation ensures future generations can experience that history rather than simply read about it.

Protects engineering skills

A surviving specialist ICE sector supports:

  • mechanics;
  • restorers;
  • machinists;
  • engine builders;
  • parts manufacturers;
  • apprentices;
  • specialist engineering businesses.

Those skills have cultural and economic value.

Makes the EV transition less confrontational

People do not need to be told that everything they enjoyed about the previous technology was bad.

A policy that says:

“Your everyday car will probably become electric, but we will preserve the best of what came before”

is considerably less threatening than presenting electrification as the destruction of automotive culture.

Encourages EV adoption through merit

Our expectation is that most motorists will ultimately choose EVs because the product becomes better for their needs — cheaper to operate, convenient to charge, smooth, quiet and increasingly capable.

That is a healthier technological transition than attempting to make people dislike the technology they currently own.

Creates a living engineering archive

Museums preserve objects.

This policy preserves knowledge, skills, machinery and experience.

That makes it closer to Britain’s heritage railway movement than a conventional museum collection.

Implementation

Phase 1 — Legislation and consultation

Establish the legal concept of an ICE Preservation Vehicle and Preservation Production Status.

Consult automotive engineers, manufacturers, museums, historic-vehicle organisations, motorsport bodies, environmental specialists and owners’ organisations.

Phase 2 — Committee selection

Recruit the professional engineering, regulatory and historical members.

Launch the public selection process for public and motoring representatives.

Phase 3 — Establish the Preservation Register

Create criteria for:

  • existing vehicles;
  • historically important engines;
  • future classics;
  • preservation-production vehicles.

Publish every decision and the committee’s reasoning.

Phase 4 — Manufacturer applications

Allow manufacturers to apply for limited-production exemptions.

Applications would contain technical evidence explaining why the vehicle represents engineering or historical significance.

Phase 5 — Fuel and servicing strategy

Monitor the decline of conventional filling stations and establish the minimum regulatory framework necessary to maintain specialist fuel availability.

Support the preservation of specialist repair, restoration and component-manufacturing skills.

Phase 6 — Periodic review

The system would be reviewed at fixed intervals.

The number of newly produced ICE preservation vehicles should remain small relative to the total UK vehicle market.

If the exemption begins being used as a mechanism to avoid the wider zero-emission transition, the rules would be tightened.

FAQ

Is this an attempt to stop the transition to electric cars?

No.

The policy assumes electric vehicles will become the normal choice for most motorists.

The preservation scheme exists precisely because ICE vehicles are expected to become a minority technology.

Why preserve petrol cars at all?

For the same reason Britain preserves steam locomotives, historic aircraft, industrial machinery and ships.

They represent engineering and social history.

Would anyone be allowed to manufacture a petrol car after the phase-out?

No.

New preservation vehicles would require specific approval and would be subject to production limits.

Would only supercars qualify?

Absolutely not.

Price is not the same as historical importance.

An ordinary family car, small sports car or hot hatch that influenced British motoring could be more historically significant than an extremely expensive supercar.

Would existing petrol cars be banned?

No.

Existing vehicles could continue to be owned, sold, repaired and driven subject to the normal legal requirements applying to them.

What about diesel?

Mainstream new diesel passenger cars would not receive a general exemption.

Historically or mechanically significant diesel vehicles could nevertheless be preserved.

Why allow new preservation cars rather than just preserve existing ones?

Because automotive engineering does not suddenly become historically important only when a vehicle turns 40.

Without an exemption, some of the final and most advanced examples of internal-combustion engineering could disappear from production entirely.

A controlled system allows exceptional engineering to reach a natural conclusion.

Isn’t this just a loophole for wealthy people to buy petrol supercars?

That is a legitimate risk.

It is why production limits, independent approval and published decisions are essential.

A high price alone would never qualify a vehicle.

What happens when petrol stations disappear?

The preservation fleet would eventually be small enough that specialist fuel distribution could replace universal petrol availability.

Government’s responsibility would be to ensure regulation permits a viable specialist supply rather than maintaining today’s filling-station network indefinitely.

Why have a public vote for the committee?

Cars are part of popular culture as well as engineering history.

Public participation prevents preservation decisions becoming the exclusive preserve of government officials, manufacturers or wealthy collectors.

The selection programme could also promote engineering, history and practical skills to a national audience.

Why not simply let the market decide what survives?

Markets preserve what is profitable.

They do not necessarily preserve what is historically important.

A preservation framework provides continuity through a technological transition in which parts, skills, fuel infrastructure and manufacturing capability may disappear rapidly.

Criticisms

“Any ICE exemption undermines climate targets.”

A preservation fleet numbering a tiny fraction of the national vehicle fleet would have a correspondingly limited effect compared with millions of everyday vehicles transitioning to zero-emission technology.

Production limits would ensure preservation remained exceptional rather than becoming an alternative mass market.

“This is government picking which cars are special.”

That risk exists.

It is why decisions would not rest with ministers.

Applications, criteria, committee votes and reasoning should be publicly available and open to scrutiny.

“The committee will become dominated by petrolheads.”

The committee is deliberately multidisciplinary.

Engineers would assess technical significance, historians historical significance, regulators the wider consequences and public representatives cultural value.

No single interest group should control the process.

“It is a subsidy for rich collectors.”

Preservation status would not automatically mean government financial subsidy.

The policy primarily provides permission and regulatory continuity.

Owners would normally remain responsible for purchasing, maintaining, insuring and fuelling their vehicles.

“Why preserve an obsolete technology?”

Obsolescence is precisely why preservation becomes necessary.

Britain does not preserve steam locomotives because steam remains the best way of running the national railway.

We preserve them because they represent an important chapter of engineering history.

The same principle should eventually apply to internal combustion.
